Place the wood rail into the brackets, hold up to the wall and level. Mark the hole locations of the bracket. Using a 1/4" drill bit, drill the holes for the drywall anchors. Secure the brackets to the wall and then re-insert the wood dowel. Place rubber stoppers on the ends to keep the hanging rail in place.
